From what I can find online, the Freestar M-108 ST225/75R15 has 3 different load ratings available (C, D, and E). If your tires don't list the max PSI to inflate to on the sidewall, then there is really no way to confirm because there is not a set psi level for load rating or size of tire. Each tire is different.

The closest size we have to a 195/75-14 is 205/75-14. It's about 3/4 of an inch larger in diameter and a 1/4 inch wider. You'll need to make sure you still have at least 3 to 4 inches between the tire and trailer's fender as well as 1 to 2 inches from the tire's sidewall to the inside of the wheel well.

You can change your ST205/75/D15 trailer tires to a larger ST225/75/R15 size IF your 15-inch rims are either 6-inches or 6-1/2-inches wide AND IF you have sufficient clearance around the tires for the increased width and overall diameter of the ST225/75/R15.

We do offer both bias ply and radial ST-type trailer tires in a 12-inch wheel size although a ST155R12 is not among them. In a radial type we have size ST145/80-12 tires in Load Range D or E, which are rated for 1,220-lbs at 65-psi and 1,520-lbs at 80-psi, respectively. First, if a tire starts with a P like your P165 tires that indicates that they are passenger vehicle tires and should not be used on a trailer. This is because trailer tires are built with a thicker sidewall to handle more vertical load and passenger vehicle tires are not.

It is possible but unlikely that a trailer manufacturer would use different size special trailer tires on the front and rear axles of one of their trailers.
